Do justice to protesting Rehbars

A very large number of youth engaged as Rehbar-e-Janglat, Rehbar-e-Zirat, and Rehbar-e-Khel have come out on roads holding strong protests against the proposed decision of the Administration to re-advertise these posts afresh without regularising those already having served the respective departments for over a decade.

The protesting youth anticipates that if these are sent to the JKSSB for re-advertising, there will be no vacancies for those currently employed in these streams in Jammu and they would be rendered jobless.

Jammu and Kashmir Administration has decided to re-advertise Rehbar-e-Janglat, Rehbar-e-Zirat, and Rehbar-e-Khel posts through the J&K Services Selection Board (JKSSB), with extra weightage and age relaxation for people who hold these positions.

The previous governments of erstwhile Jammu Kashmir started a program under which Rehbar-e-Janglat, Rehbar-e-Khel and Rehbar-e-Ziraat were appointed through a cabinet decision roughly four to six years ago.

“The staff hired under Rehbar-e-Janglat were paid Rs 3000 to Rs 4000 per month and were all postgraduates with a PhD in forestry,” a protestor said, adding that the government had agreed that their jobs would be regulated after five years.

It is a fact that these youth were engaged temporarily and also in irregular ways by the earlier governments to overcome the pressure of unemployment in the erstwhile state but they continued for so long with a hope that they would be absorbed in their respective jobs sooner or later. Unfortunately, this remained a malpractice in Jammu Kashmir to engage people in various departments adopting adhocism and then after sheer exploitation of decades most of them get absorbed in government services.

The Forest Ecology and Department had referred the case of Rehbar-e-Janglat to a Committee established by Government order (No. 294- JK(GAD) of 2020) dated February 27, 2020.

The committee has suggested that all the vacancies be re-advertised through JKSSB and that Rehbar-e-Janglat applicants be given additional weightage and age relaxation so that they can apply afresh against re-advertised posts through JKSSB. The Competent Authority has accepted the Committee's recommendations.

Similar communications have been made to appropriate authorities over Rehbar-e-Zirat and Rehbar-e-Khel, according to sources.

Affected employees from Rehbar-e-Khel, Zirat, and Janglat have started protests against the government's decision to re-advertise these positions from Sunday at Srinagar and Jammu demanding that this order be revoked.

All the political parties in the union territory have opposed the new policy and urged the Administration to revoke these orders that they termed undemocratic and unjustifiable by all means. The state cannot do injustice to its subjects. The Administration should not punish the innocent youth for the follies of the previous government.
