Adm to dedicate Spl Officers to monitor departmental litigation

Srinagar, Sep 23: The administration of & Union Territory has directed departments to submit the details of officers-in-charge (OICs) appointed by them for cases instituted against the government in courts.

The department of Law, Justice & Parliamentary Affairs has directed law officers posted in different departments to submit details of the OICs for effective monitoring of litigation system.

“In terms government order No. 1673- JK (LD) of 2021 dated 24.03.2021, all administrative department (s) have to appoint an officer-in charge (OIC) litigation for every case instituted against the government, who shall inter-alia be responsible for monitoring the litigation,” read a circular issued by the department.

The circular states that the departments have been asked to submit details of OICs” in order to have effective monitoring of the litigation and adherence to the instructions issued on this behalf.”

The appointment of an OIC for every case instituted against the government is part of the litigation reforms approved by the administrative council.

The Department of Law, Justice and Parliamentary Affairs on the recommendation of the concerned department will appoint an efficient officer (other than law officer) not below the rank of under secretary as officer–in charge (OIC) of the case, who shall be responsible for effective dealing/monitoring of the case at all levels.

According to reforms, the OIC will keep close liaison with the department and advocate contesting the case on behalf of the government and make inquiries into the facts as necessary in the case.
